LINK TO REPORT Frank O’Donnell is a Postdoctoral Fellow in the National Security Affairs Department at the US Naval War College, and a Nonresident Fellow in the Stimson Center South Asia Program. From 2017–18, he was a Stanton Junior Faculty Fellow and Associate at the Belfer Center for Science and International Affairs at Harvard University, as a joint appointment by the Managing the Atom Program and International Security Program. His research investigates the intersection between strategic cultures, technical force developments, deterrence conceptions, and stability challenges within nuclear rivalries, with a special focus upon Southern Asia. His most recent book is India and Nuclear Asia: Forces, Doctrine, and Dangers (Washington, DC: Georgetown University Press, 2018)
