There is one man in control of the Islamic Republic of Iran the great dictator, Ayatollah Sayyid Ali Hosseini Khamenei. Nothing in Iran is done without his permission. The $100,000 bounty for the bombing of the new U.S. Embassy in Jerusalem, was initially released by Islamic Revolutionary  Guard Corps (IRGC) run Fars News agency in 2018.
